District Contracts with Stahl Construction for Upcoming Facilities Projects

JOHNSTON, IA – At the March 7 Board of Education meeting, Johnston Community School District (JCSD) board members unanimously approved a contract with Stahl Construction for construction management services for upcoming renovation and/or construction of the “new” Johnston Middle School, Wallace Elementary School, Administrative Resource Center, and any other board-approved large scale projects within this same timeline.

As part of the contract agreement, Stahl will work closely with the district throughout each phase of a renovation or construction project, including the planning, estimating, scheduling, value-engineering, life-cycle costing, plan review, sustainable design analysis, and bidding strategy. Stahl and the JCSD started working together in August 2014 when the company won the $74.64 million bid for the construction of the new Johnston High School.

After the Board of Education’s Owner’s Group Committee researched and discussed construction delivery options for the upcoming series of projects, they determined hiring Stahl for construction management service would be beneficial to the district for the following reasons:

  • significant construction cost savings to the district;
  • provides needed project oversight for completion of and meeting timelines;
  • takes advantage of the timing and site work occurring at the new high school site; and
  • successful past and present relationship with Stahl on the new high school project.

“Stahl Construction has been a great partner throughout the new high school construction project,” said Corey Lunn, JCSD Superintendent. “They’ve shown a tremendous ability to handle the scope of this project in an efficient and timely manner, keeping the new high school on budget and on schedule. When it came time to look at how this process should be handled with our upcoming renovation and construction projects, we were confident in the ability of Stahl to provide the best service to our district.”

Because this is considered a construction management service, no request for proposals or bidding process was required. The contract will take effect immediately and end with the completion of the last-identified project.

Stahl Construction crews broke ground on the new Johnston High School in September 2014. It is a 369,000-square-foot-building with a capacity of 1800 students. It is scheduled to be finished in April 2017, with doors opening for students in August 2017.

During the summer of 2016, the current high school will have minor finishing work done on the interior. In the summer of 2017, major mechanical and other renovations will take place at the current JHS, as it will re-open in August 2017 as the “new” Johnston Middle School. During the 2017-18 school year, the former Johnston Middle School will undergo significant renovations to re-open for the 2018-19 school year as the “new” Wallace Elementary and all-district preschool center. The last phases of the facilities projects will be minor renovations to the old Wallace Elementary to become the new District Administrative Resource Center as well as any other board-identified and approved large scale projects.

“It’s an exciting time in our district and we’re proud to be working with Stahl Construction,” said Lunn. “These new facilities will amplify the environment in which our students can learn, grow, and achieve, supporting the new Foundation For Excellence plan.”
